In a medium bowl, whisk the sour cream, milk and flour together. Add the chopped bacon, swiss cheese, *Fat-Free Parmesan Cheese, salt and pepper; stir until all ingredients are combined.
Bring a medium pot of water to boil over high heat. Add the cauliflower and cook for 2 minutes. Drain the cauliflower and toss with the cheese mixture until well-combined. Pour into a baking dish sprayed with fat-free cooking spray.
Pulse the *Kim's Light Bagel® in the food processor until it turns into large crumbs. Sprinkle on top of the cauliflower and spray the crumbs with the fat-free spray butter.
Bake at 350°F for 35-40 minutes, or until the cheeses have melted and the top is golden.
