Combine the black beans, ¼ cup onion, Parm Cheese, ¼ tsp salt, ¼ tsp black pepper,1 garlic clove, chiles and cumin in a food processor; process until smooth. Spoon white bean mixture into other side of bowl containing the white bean mixture, trying to leave a small line down the middle of the dips. In between the two dips, fill with the cheese and top with the scallions.
